The environmental authority does not take effect until the grant of the tenure to the environmental authority holder, or until each environmental authority holder has become a holder, under the Mineral Resources Act 1989, of each of relevant mining tenements.

The conditions of this environmental authority are in force until a surrender of the authority is accepted pursuant to the Environmental Protection Act 1994. The conditions apply unless an amendment is approved pursuant to the Environmental Protection Act 1994.

The environmental authority holder must comply with each of the Standard Environmental Conditions contained in the Code of Environmental Compliance for Exploration and Mineral Development Projects (January 2001) and any subsequent updates and amendments, unless otherwise stated in this environmental authority. The environmental authority holder will undertake drilling at no more than 6 sites (identified in Figure 1 attached).

For all drilling/exploration activities not identified in Figure 1, the environmental authority holder must submit details of drilling/exploration activities and their relevant works to the administering authority for approval, prior to commencement.

For the purposes of Condition G5, the environmental authority holder must also submit a rehabilitation plan based on best practice environmental management (as defined by the Environmental Protection Act 1994) to the administering authority for review and comment. The holder of this environmental authority must have due regard to comments, provided by the administering authority, in the finalisation of the rehabilitation plan. The rehabilitation plan must include: (a) Rehabilitation objectives (desired rehabilitation outcomes); and (b) Identified rehabilitation areas; and (c) Clearing and topsoil management procedures; and (d) Rehabilitation earthworks and revegetation (including plant species, seeds and/or tube stock details) management procedures; and (e) Details of timing, recalcitrant species, fertiliser use, weed control, erosion control methods, monitoring procedures, and maintenance activities. The holder of the environmental authority must contact the Administration Officer, Queensland Parks and Wildlife Division, corner Yeppoon and Norman Roads, North Rockhampton, PO Box 3130 Red Hill Q 4701, to obtain a permit, before entering the area identified as Environmentally Sensitive Area Category C, known as State Forest.

The holder of the environmental authority must prevent the transport of Declared Plants and soil borne diseases by ensuring that all vehicles and equipment entering and exiting the mineral exploration area are thoroughly cleaned of soil and plant material at wash down facilities in the local government area, prior to and immediately following, each period of mineral exploration.

The holder of the environmental authority must contact the Weeds Officer at the relevant local government authority, prior to commencing exploration, to confirm presence or absence of Declared Plants in the mineral exploration area.

All vehicles, machinery and equipment must be in good working order and operated correctly to minimise accidental leakage of oils, fuels, drilling fluids etc.

Drilling and other low impact activities such as seismic test work, maintenance, monitoring and rehabilitation activities may be undertaken within the buffer zone of a Category B Environmentally Sensitive Area. Drilling activities undertaken in the buffer zone of Category B Environmentally Sensitive Areas must be undertaken in accordance with requirements specified in conditions G12 through to G15.

Drill sites a. Operational areas including drill pads and sump areas must be no greater than 225m- b. Vegetation clearing and soil disturbance must be minimised to enhance rehabilitation outcomes/promote natural regenerative processes. Wherever possible: (a) Use natural clearings; and (b) Roll or crush existing vegetation in preference to grading and bulldozing to preserve vegetative cover and seed stock to reduce erosion, minimise weed infestations and promote rapid regeneration of resident species; and (c) Where clearing is necessary, set equipment blades above ground level to preserve active subsurface root and tuber stock. Prevent clearing of mature trees. d. Clearing for drill pads is to reflect the size of drilling activity. e. Topsoil stripping is limited to sump areas only. Topsoil and subsoil must be stripped and stored in separate piles. The height of any topsoil stockpile must be no more than 0.6m. Cleared vegetation must be stored on top of any topsoil stockpile to minimise seed and moisture loss for later respreading. Topsoil, subsoil and vegetation must be returned to the disturbed area, to reflect the original order of occurrence, as soon as possible after completion of each drilling site, but no longer than a few days. f. Sumps must be located outside the canopy drip line of significant vegetation (large trees, dense stands) to minimise root disturbance and prevent horizontal transmission of potentially hostile material. g. All fluid and sediment from drilling must be directed to the sump. Sumps must be of an appropriate size to provide containment for all water and sediment generated during drilling activity. h. Adequate containment facilities must be provided for drilling fluids to avoid ground, soil and water contamination. i. All drilling fluids or hole additives must be biodegradable. . j. Oil absorbent matting or other suitable material must be placed in the sump and under the drill rig in case of accidental spillage. k. Cyclone spoil, drill samples and drill spoil piles that do not contain potentially harmful components must be placed in sump prior to return of topsoil, subsoil and vegetation. l. Sumps left open for more than 24 hours must be ramped at approximately 10- or less at one end to allow egress of fauna. m. All hydrocarbon contaminated soil must be removed and disposed off site at a facility approved by the administering authority to accept such wastes.

Tracks a. Existing access tracks, fence lines and firebreaks are to be used. b. Drilling program identified in Figure 1 will not involve the construction of new tracks except for a distance of approximately 150m commencing from the fenceline gate (nearest the Mt Miller minesite) linking to the original Mount Miller track. This track is to be constructed in accordance with the following: - Clearing of vegetation and disturbance to soil must be minimised; - Track is to be constructed to avoid larger trees and shrubs and near surface root zones linking natural clearings and following natural grades and contours. - Wherever possible, low vegetation is to be rolled or crushed in preference to grading and bulldozing; - Where clearing is necessary, equipment blades must be set above ground level to preserve subsurface root stock, minimise erosion and enhance rehabilitation. - Maximum track width of 3m. c. Tracks that are re-opened must be undertaken in accordance with the following: - Clearing of vegetation and disturbance to soil must be minimised; - Wherever possible, low vegetation is to be rolled or crushed in preference to grading and bulldozing; - Where clearing is necessary, equipment blades must be set above ground level to preserve subsurface root stock, minimise erosion and enhance rehabilitation. - Maximum track width of 3m. d. Construction of vehicle crossings across major natural drainage lines must be prevented or minimised. When crossings are necessary, locations must be chosen where natural conditions provide for minimal disturbance to the stream bed and bank. Where repeated crossing of a water course is necessary, the crossing must be stabilised and constructed to prevent erosion. e. Vehicle and heavy machinery movement must be minimised to reduce compaction of tracks. f. Vehicle and heavy machinery movement must be avoided during wet conditions to prevent road damage, soil compaction and the development of wheel ruts. Rehabilitation a. All disturbed areas must be rehabilitated according to the rehabilitation plan. b. Appropriate erosion control measures must be installed/constructed in areas disturbed as a result of drilling/exploration activities, including areas disturbed during current activities that coincide with previously disturbed sites e.g. old mine sites and access roads. c. Any cleared vegetation must be stockpiled for respreading on tracks and operational areas at a later date, to minimise erosion and aid in rehabilitation. Cleared vegetation must not be burnt. d. All disturbed areas must be rehabilitated with native species endemic to surrounding vegetation. e. Buffer zones must be rehabilitated with species endemic to the Environmentally Sensitive Area. f. Burning of vegetation is not permitted.

Oils, fuel, drilling fluids etc. a. Servicing and refuelling of vehicles and machinery must be undertaken in bunded area to avoid ground, soil and water contamination. b. All oil, fuel, drilling fluid containers used must be in good condition. c. All oil, fuel and drilling fluids must be appropriately retained to contain spillage and leakage. d. Oil absorbent matting must be readily available at a designated area for refuelling and servicing to mop up accidental spillage.
